The exclusion of black South Africans from settling in urban areas during Apartheid has led to a large backlog in the availability of affordable housing options in urban South Africa. Poverty and the lack of opportunities in rural areas have further contributed to a lack of quality housing in rural areas. Since the adoption of the 1994 White Paper on Housing, the government’s facilitation of housing options through the use of various mechanisms, ranging from the housing subsidies to the funding of social housing projects, have been at the forefront of the fight against poverty. The CDS aims to contribute to the national debate on housing provision by investigating the various housing options and the policies implemented to bring it about.
