2007   Provincial and Local Government white Papers development and review process. Report (Recommendations, comments and reflections) sent on 22 October to Mr. Powell Deputy Director-General: Governance, Policy and Research: Department Provincial and Local Government Republic of South Africa.

2007 The national state department Provincial and Local Government requested written reflection and a discussion on the provincial and local government white papers development and review process document which were released on the 31 July 2007.

2010   The Free State Provincial Government (Premier’s Office) conducted an interview regarding the Free State Growth and Development  Strategy. The interview was conducted by Dr. Zwelakhe Tshandu Chief research manager Human Science Research Council. 2  November 2010.

2011   The Free State Provincial Government (Premier’s Office Mr. Ramatiisa and Mr. Albie Van Rensburg) conducted a focus group discussion  regarding the Free State Growth and Development Strategy. The discussion viewed the governance process and the discussion paper of Prof. Kondlo. 14 July 2011.

2012  The Free State Provincial Government (Premier’s Office Mr. Ramatiisa  and Mr. Albie Van Rensburg) requested input on the Free State Growth and Development Strategy. The report highlighted the principles of good governance. 21 May.

2012  The Free State Provincial Government (Provincial Programme Officer Mr. Thabo Letsoalo) requested input on the Millennium Development Goals. The report highlighted the target based on good governance practices. 21 September.

2013  The Department of Cooperative Governance and Traditional Affairs Free State Provincial requested a critical reflection and report on improving the functionality of the District Intergovernmental Relations Forums. The report was send to the Director General Mr. Vusi  Madonsela. 4 November 2013.

This module provides clear guidelines for service learning engagement during this course.  This module strives to empower independent thinkers and researchers through civic engagement[1].  The purpose of this study guide is to provide a preview of the literature, to help you with the administrative and organisational details of the module, and to enhance communication between you and the lecturer as effectively as possible.

As the Programme in Governance and Political Transformation has a specific niche and focus, it is obvious that an opportunity will be provided for learners of the Programme to take a community service teaching module.  The niche and focus of the Programme is governance.  The establishing of good governance with the accompanying value system is of crucial importance for South Africa.  The imperative to develop knowledge discernment and skills within the framework of governance and in basic reasons for the creation of a community service learning module is evident and therefore there is a great need to empower decision makers within the political management and to assist also NGO’s in their governance practices.

Good governance dispensation is pivotal to the Programme.  A specific need has been identified within this dispensation and learners in the Programme are in the position to obtain the necessary theoretical knowledge of governance. A golden opportunity exists to obtain recognized knowledge concerning the practical implications experienced, problems surrounding good governance within a organisations as well as governance principles in general.

The aim of this module is to expose learners to the study of problems of governance.  Presently the crisis of good governance, not only to legislate the solutions to community needs through NGO’s but to implement the policies, is quite obvious (community needs).

Learners will be able to make a contribution to good governance through the knowledge and experience gained at the workstation.  Learners will be able to partake in discussion with Non governmental organisations and how the leaders of the NGO experience the political management and governance practices.  Students will engage in the operation of NGO’s and will assist the NGO’s in enhancing governance practices. Students will become part of the different projects and services which the NGO’s are offering.
