The Inter-Technikon Library Committee (ITLC) and the forum for University Librarians of South Africa (FULSA) launched the Committee for Higher Education Librarians of South Africa (CHELSA) on 1 June 2004. CHELSA wants to ensure that "the Higher Education sector is provided with optimal access to information for the purpose of learning, teaching, research and community development."
The memorandum between South African university libraries relates to the "mutual rendering of certain library and information services with a view to the cost-efficient use of resources for purposes of maintaining and improving library and information services for higher education and research in South Africa."
