Despite economic growth and a range of policies to address poverty, there are indications that poverty levels have increased over the past two decades. Addressing these high levels of poverty and unemployment as well as the developmental challenges associated with it remains one of South Africa’s major challenges. The CDS aims to provide a platform from which some of these challenges can be understood and debated in order to foster better policy programmes.
