In 2023, the University of the Free State (UFS) and the Public Service Education and Training Authority (PSETA) initiated a collaborative partnership aimed at enhancing education and skills development within the public service sector. This strategic alliance has already achieved significant progress in providing educational opportunities and addressing the skills gaps within this critical sector.

A key outcome of this partnership has been the awarding of 44 bursaries by PSETA to deserving postgraduate students. These beneficiaries, pursuing advanced studies in Public Administration, Economics, and Information Technology, receive essential support through these bursaries, enabling them to aspire towards impactful careers in the public service sector.

Moreover, the collaboration extends to a comprehensive research project focusing on skills needs analysis within the South African Legislative Sector, which includes Parliament and the nine provincial legislatures. By identifying existing skills gaps, emerging skill requirements, and areas needing competency development, this project aims to inform strategic initiatives to bolster the sector's capacity and effectiveness.

Bontle Lerumo, CEO of PSETA, emphasised the significance of this partnership, stating, “The collaboration between PSETA and the University of the Free State, which focuses on funding postgraduate students and joint research endeavours, is a pivotal initiative.  It supports future leaders in the public service sector and generates valuable insights through our combined research efforts. This partnership underscores our commitment to education and research excellence, reflecting a proactive approach towards enhancing skills development and knowledge creation within the public service domain, in line with our SETA mandate.”

Dr Maréve Biljohn, Head of the UFS Department of Public Administration and Management, expressed gratitude for the PSETA bursaries awarded to 35 Bachelor of Administration Honours students. She noted, “These bursaries significantly enhance the accessibility of postgraduate studies for students aiming to pursue a career in the public sector. They support the development of graduates who will serve our communities and impact society positively, thus contributing to the public sector workforce in South Africa.”

Prof Philippe Burger, Dean of the Faculty of Economic and Management Sciences, highlighted the value of partnerships between universities and industry. He remarked, “Higher education works best when universities and industry partners collaborate to support students and boost research. PSETA is a valued partner of the Faculty, and we look forward to strengthening and expanding this partnership.”

The collaboration between the University of the Free State and the Public Service Education and Training Authority represents a significant milestone in the journey towards enhancing education and skills development within the public service sector. Through these initiatives, both the UFS and PSETA demonstrate a shared commitment to empowering students and strengthening the legislative sector in South Africa.
