The streets of France are under water, but that’s not stopping Parisians to go about their everyday lives. Emilio, a peace loving film operator, and his inventor friend Raimund, find themselves amidst inadvertent mischief when they break into the professor’s lab and unknowingly let a monster loose to roam the country’s wet streets.
Emilio and Raimund set about finding the monster they created. Singer Lucette finds the monster, Faramound, in an alley next to her apartment and discovers that this is a monster with a loving heart and a hidden talent.
The despicable mayor, Millard, will do anything in his power to protect the residents of Paris, as long as it blows his trumpet. However, Emilio, Raimund and Lucette contrive to protect Faramound from the mean Millard.
